In urban improvement, the organization of compliance with speed limits plays an important role. In order to forcibly limit the speed of movement, in 2006 state standards DSTU 4123: 2006 were created "Road safety. Device for forced reduction in the speed of road vehicles on the streets and roads. General requirements". Starting from 2020, the new DSTU 4123:2020 "Road safety. Traffic calming devices. General technical requirements" comes into force, from this moment DSTU 4123:2006 ceases to be valid.

Speed bumps in the form in which we are used to seeing them on the roads - yellow-black bumps protruding the entire width of the road, were registered in DSTU 4123 of 2006. And until now, speed bumps according to DSTU 2006 are widespread both on the territory of Ukraine and abroad.
Since 2020, in state standards, speed bumps have changed their form and common name. The new type of speed bumps is called the "Berlin pillow", and in the DSTU it is registered as a road hill. These measures are designed to improve road safety and have their origins in European public road practices.
In addition to the Berlin pillow, the following elements of traffic calming have been introduced in the new DSTU:

Road hills, elevated crosswalks and crossroads in the city
Road hills are elevations above the road surface. Compared to speed bumps, the road hills have become much wider, which makes it possible to increase the comfort level of driving over bumps in the road, while at the same time reducing the speed of traffic. Raising the level of the road surface at the intersection reduces the speed of entry into and exit from the intersection.
As road hills in Europe, rubber speed cushions, the so-called "Berlin cushions", are often used. They allow large vehicles and buses to pass between the cushions, almost without running into them. At the same time, a passenger car needs to slow down to pass through them. This is to reduce the noise from passing wide wheelbase trucks when the truck rumbles while driving through a speed bump.
The Berlin pillow is more gentle for the car when driving through artificial road bumps than a speed bump. Also, the Berlin pillow, due to its width, is more resistant to destruction by harvesting equipment.
